
Plans for the future

The Atlantica Bioenergy Task Force made 15 recommendations, summarized here:
* Implement sustainable forest management practices to encourage forest growth and maximize biomass harvesting.
* Complete development of biomass removal guidelines and update biomass inventories regularly.
* Improve transportation infrastructure.
* Consider upgrading electrical transmission to handle new generation demand.
* Consider four new technologies: integrated biomass refinery; value prior to pulping for hardwood kraft mills (in Maine); oxalic acid chip pretreatment, which reduces energy needs of pulp plants; torrefaction, which creates lighter pellets to be burned in coal-fired plants.
* NB Power and Nova Scotia Power should include biomass as part of (anticipated) federal carbon regulation strategies on reducing emissions.
* Create a demand for biomass fuel for use in cogeneration.
* Create a green credit system to give biomass energy producers carbon offsets.
* Enhance energy policy to encourage production of bioenergy, biofuels, biochemicals and bioproducts from wood fibre.
* Provide financial tools needed for adoption of technologies.
* Give fuel tax exemptions or tax credits to producers of renewable fuels, ethanol and biodiesel.
* Ensure new technologies are eligible for existing or new incentive programs.
* Develop and fund a bioenergy network for the region.
* Create collaborative university research programs in bioenergy.
* Form and fund a program to create pilot plants using new technology.
