The Delusional, Deflective World of mayor Ivan Court

I have to admit I was a bit taken aback as I watched Mayor Ivan Court at a common council meeting launch a verbal accusatory rant at the Telegraph-Journal, publisher Jamie Irving and senior editor Ron Barry. I felt, well, to tell you the truth, left out. After all, over the past two and a half years who has been more critical concerning senior city management and council's performance than me? I'm not the Telegraph-Journal, just one of the thousands of taxpayers in Saint John taxpayers who are sick and tired of council's making excuses and not holding city management accountable.

The Telegraph-Journal hired Corporate Research Associates, an independent company, to poll Saint Johners on critically important issues and the people have spoken. The problem is that King "¦ I mean Mayor Court ... doesn't like the results so he attacks the messenger. The articles contain questions that deal with the same long-standing issues that candidates were introduced as they went door to door during the election campaign in May 2008 and yet again during the town hall meetings in the fall. Court doesn't like the results so now he is trying the same bully tactics on the newspaper that he uses on councillors who don't see things his way. Why do you suppose local real estate agent Gerry Webster has so many people eager to sign his petition to recall the mayor? How about the reason Court gives to the media for city manager Terry Totten's resignation? Why it's because of all the negative articles leveled at Totten by the Telegraph-Journal. Hmmm "¦ let's see ... if you have a baseball team that has lost 19 out its last 20 games, how do you propose we spin that into a good news story and why would you? Well, let's see? We could try. ... "At least they kept their uniforms clean."

Back to basics and the facts: Saint John has a city manager form of government. That means the city manger is responsible for running the city, much the same as a chief executive officer in a corporation. Council, on the other hand, functions like a board of directors to protect the interest of the taxpayers. The city manager brings recommendations to council for consideration and approval. Now, here is the really important part: Council "relies" on the city manager to bring forward "sound recommendations." Over the past 15 years, Totten brought more than 5,000 recommendations to council. This and previous councils accepted all but a few. How should we gauge the quality and soundness of those recommendations?

Let's take a quick vital signs snapshot for Saint John

* We have the second-highest tax rate of any city in Atlantic Canada.

* We have the highest fire protection cost per person of any city in Atlantic Canada, (more than twice the New Brunswick average).

* We have an abundance of dilapidated and fire-trap buildings that should have been leveled years ago.

* Our population base continued to decline up until the 2006 census. Saint John was one of only two cities in Canada to have a declining population (Moncton's increase in population out-stripped the national average).

* Highest level of poverty per capita of any city in Canada. Why? Because too many of Saint John's upper to middle income bracket have "escaped" to the valley.

* A sewer and water system that has been allowed to deteriorate to an unacceptable and dangerous level.

* Roads conditions that are appalling. Don't believe me? Take a drive on almost any street.

* A pension fund with a $140-million-plus unfunded deficit.

* A city employee long-term disability rate three to four times higher than"¦. Oh, there's that word again ... Moncton.

* A lawsuit by the pension board against former councillor John Ferguson, who dared question the management of the fund and disability numbers. (Remember, Totten is one of the plaintiffs in the suit.)

* The last 15 years with no formal sick leave policy in place.

* The last 15 years with no benchmarking or performance criteria for any department. (You can't manage what you don't measure.)

If the above were the statistics for a company, how would you say we are doing?

Is that enough?

So did Totten resign because of negative articles about him or did he resign because the people and council had lost confidence in his ability to effectively manage city affairs? It's your city, you be the judge.

Billy Joel---yes those mayors were terrible as well but Warlord Court takes the cake.

Saint John Citizen: How in the world would you know who pays taxes in Saint John and who doesn’t? How does anyone know that YOU pay any? Hiding behind your cowardly label of "Saint John Citizen" does not tell me a thing about your residency or contribution to the city. As a business owner in the city, I know there are more than a few tax dollars drifting into Saint John from the Valley entrepreneurs. And I’m getting more than a little sick of reading the irrational rubbish posted by the many Irving haters on this site (Billy Joel for one) whose contribution to the betterment of the city is minuscule when compared to any Irving.

talk about someone who needs a performance review!!!Herbie do you really get paid to copy and paste from one article to the next? silent majority? no as this forum helps prove you are part of the vocal minority. out of approx 120,000 residents of the greater saint john area articles such as these generate maybe what 40 or 50 thumbs up or down? watch how many i recieve and you will see that only a small minority of the people give a crap what you say. some people will try overly hard to prove me wrong by sighning in and out so as to vote more than once but it will still only be an insignificant number of people who actually care about your's and Jamies views.

That may be the case. I'm waiting for the review like everybody else. My issue is with non tax paying people commenting on services that don't impact their lives in anyway. If firefighters, police or ditch diggers for that matter a trimmed from our budget it will be the citizens of the city who will feel the impact not the owen meaney's of the world.

This whole notion of getting better services for less is not a realistic approach. What has to accepted by people is getting less services as a trade off for a lower tax rate period. If you think your going to get better service in a city this geograhical size while paying 10,20 or 30 cents less on your tax rate then I think you will be even more disappointed than you are now with our current level of service.

You can streamline till the cows come home, at the end of the day you need bodies in the street doing the jobs. They will either be city employees or contracted people, either way the work still needs to get done.

Don't you think that most Saint Johner's would be a bit better off if the paper was a bit more critical of the air pollution that industries in SJ create? Really, why are we worried about pot-holes when the air that we breath is killing us? We can live with the pot-holes but none of us can live with the air.

And if you don't believe it's as bad as it is - do some research on the topic.

I'm not an Irving hater - I am more of an Irving regulator, if there is such a thing. Do you want the rest of SJ to turn out like Champlain Heights, Red Head, or the West Side? I don't!

I give a damn makes a good point.

How about it herb would you consider learning a second note for you trumpet? Would you be allowed to play it? Your columns have been somewhat repetitive how about one giving us the "silent majority" opinion on fair taxes and water rates for city businesses? Barring that maybe you would consider giving your column a more appropriate name like oh... Reruns maybe?

the question is do we have the right people in the right place at the right time. this city is poorly run--by Council, city management, the workers and the union.

for those of you that don't like Herb's columns why do you read them and post on them????

Again with more fantastic reporting from the TJ!! Herbbie, we get it, you are an unhappy person with all the solutions, or are you?? Please enlighten us with your infinite wisdom and run for elected office next time around. Surely with your vast knowledge you would easily win the Mayor's chair and miraculously save Saint John from itself. .

To I give a dam & dg;Perhaps Herb would be able to get off this subject if the people who continue to stick their heads in the sand & ignore what critical damage these guys are continuing to do to our city & to us, woke up & faced reality & did something to stop it. Herb's columns on the mismanagement,incompetence & arrogance at our city hall help the rest of us be more aware of what is actually going on, that & our own experiences & those of friends & neighbors. Totten (enjoying three paycheques from us) & his friends are still controlling city hall, ergo this misuse of council chamber for Court's rants & the misuse of our public funds supporting the CBC which takes Totten & Court's accusations as fact. Wonder if the mayor has any idea of how much & how often Totten is continuing to use him to show the world how amateur our mayor actually is.Whether someone likes or dislikes the Irvings,in exposing the derelection of duties & misuse of power at city hall, the paper is doing their job.
